New Jersey A2403 directs the Board of Public Utilities (BPU) to adopt rules and regulations for a three-year pilot program, known as the "Roadside Right-of-Way Solar Energy Pilot Program," to permit the construction, installation, and operation of solar energy projects on roadside rights-of-way. The pilot program includes a 10 megawatt capacity limit for each individual project and a total annual capacity limit of 200 megawatts. The BPU may extend the pilot program for up to two additional 12-month periods if necessary.
