Establishes the "State House Flag Program" to fly commemorative New Jersey State flags at the State House.

This bill establishes the "State House Flag Program" within the State Capitol Joint Management Commission. The program allows a New Jersey State flag to be flown over the State House at the request of a member of the Legislature. For each flag flown, a certificate will be produced and mailed to the individual, group, or organization that requested it. The program is funded through an appropriation from the General Fund.
