The bill establishes a Statewide strategic buffer stock of emergency and chronic disease medication, vaccines, and medical supplies for use during public health emergencies, outbreaks, or other emergencies. The Department of Health, in collaboration with the State Office of Emergency Management, will define guidelines for procurement, management, and distribution of these supplies. The department may contract with private entities for procurement and management of the essential buffer stock.
