Establishes a commission to examine and recommend improvements to financial transparency, accountability, and oversight of New Jersey's public.

The bill establishes the Commission on the Oversight of Public Institutions of Higher Education to study and recommend improvements in financial transparency, accountability, and oversight of New Jersey's public institutions of higher education. The commission will consist of 12 members, including the Secretary of Higher Education, the Executive Director of the Higher Education Student Assistance Authority, two members appointed by the Governor, and four members appointed by legislative leadership. Additionally, three student representatives will be appointed by the Governor.
