Reduces time period for considering prior offenses and allows first offenses to be removed from driving record.

This bill amends penalties for driving while using a wireless telephone or electronic communication device. It reduces the time period during which certain prior offenses may be considered for sentencing purposes from 10 to three years. It also allows first offenses to be removed from a person's driving record if they complete an approved motor vehicle defensive driving course. The fines for violations are set at $200 to $400 for a first offense, $400 to $600 for a second offense, and $600 to $800 for a third or subsequent offense.
