Restores Department of the Public Advocate as principal department in Executive Branch. Establishes seven divisions and one office within the department. The Division of Administration would prepare the Department’s budget, fulfill personnel requirements, and conduct such research as the Public Advocate deems relevant and necessary. The Division of Citizen Relations would receive complaints from citizens relating to the administrative action or inaction of agencies, investigate those complaints, and report findings and recommendations to the Public Advocate.
