Authorizes grocery stores to provide single-use paper carryout bags with recycled content.

This bill amends existing law to allow grocery stores to provide single-use paper carryout bags to customers, provided these bags meet or exceed the postconsumer recycled content requirements. These requirements mandate that paper carryout bags contain, on average, at least 40 percent postconsumer recycled content. The bill also prohibits stores and food service businesses from providing single-use plastic carryout bags and food banks and food pantries from providing single-use plastic carryout bags to customers. The changes take effect 18 months after the bill's enactment.
