Owners and operators of sanitary landfill facilities authorized to accept solid waste for final disposal or that close after the bill's effective date must obtain a permit, install and operate a landfill gas collection and control system, conduct quarterly surface monitoring for methane levels, and ensure methane emissions do not exceed specified limits.
