The plates will display a militiaman and the words "Protect the Second Amendment." The Fish and Game Council will select the design and color scheme. The bill prohibits using state or public funds for the initial costs of the program. Instead, an individual or entity designated by the council must contribute non-public monies, up to $25,000, to offset these costs.
