New Jersey A1811 establishes an emergency instructional certificate for teacher candidates in high-need fields, such as bilingual/bicultural education and special education. A chief school administrator may apply to the executive county superintendent for this certificate if they cannot locate a suitable certified candidate. To be eligible, a candidate must be enrolled in an educator preparation program, hold a bachelor’s degree, and pass applicable subject matter knowledge exams.
