Establishes the Household Water Assistance Program to provide water, sewer, and stormwater utility assistance to low-income households in New Jersey.

The bill establishes the Household Water Assistance Program within the Department of Community Affairs to provide financial and other assistance to eligible households to reduce the cost of water, sewer, and stormwater utility services. Eligible households include those with an income at or below 200 percent of the federal poverty guidelines, those receiving certain federal or state benefits, and those experiencing temporary financial hardship.
