Permits certain winery license holders to sell wine produced by other winery licensees and establishes a supplemental wine production facility.

Advances the clean energy transition by permitting holders of plenary and farm winery licenses to sell wine produced by other winery licensees under certain conditions. Prohibits the sale of wine at retail on the premises of the supplemental wine production facility. Establishes a supplemental wine production facility sublicense for holders of plenary winery or farm winery licenses engaged in wine production. The sublicense allows the production of wine at a supplemental facility owned or leased by the license holder, with specific restrictions on sales and distribution.
