New Jersey A1452 amends existing law to allow political subdivisions to purchase unused sick leave from officers or employees under certain conditions. The purchase must be discretionary and not subject to collective negotiation. The dollar value of the unused sick leave is based on the pensionable compensation of the officer or employee on the date of purchase, and the amount paid cannot exceed 60% of the leave's value. The bill also limits the annual purchase to no more than 120 hours and ensures that the employee retains at least 800 hours of unused sick leave.
