This bill extends requirements on the use of physical restraint and seclusion to all students, not just those with disabilities. It mandates immediate parental notification when these techniques are used and requires the Department of Education (DOE) to collect and report data on their use. The bill also directs the DOE to establish guidelines for seclusion areas and mandates annual data collection and publication on the use of restraint and seclusion, disaggregated by county and student demographics.
