Expands definition and qualifications of online newspaper for required public advertisements.

This bill amends the definition of a newspaper and establishes criteria for publications to qualify for the online publishing of official notices and advertisements by State or local bodies. To qualify, the newspaper must demonstrate a history of serving the relevant jurisdiction, provide an email newsletter including the notices, and offer the notices in Spanish and one additional prominent language. The bill also removes the requirement for the newspaper to be registered as second-class mail matter with the postal service.
