Establishes the "Community Power Storage Program" to allow utility customers to participate in remote energy storage projects.

The bill establishes the "Community Power Storage Program" to permit customers of an electric public utility to participate in energy storage projects located remotely but within their utility service territory. Customers can receive credits on their utility bills for the electricity discharged to the distribution and transmission system attributed to their participation. The Board of Public Utilities must adopt rules and regulations to establish the program, including standards for project capacity, customer participation, and credit values.
