New Jersey A1013 directs the Secretary of State to establish a temporary grant program for county boards of elections to improve paper ballot counting capabilities, including vote-by-mail and provisional ballots. The bill appropriates $10 million from the State General Fund to the Department of State to effectuate the provisions of the act.
