Allows the governor to declare a state of emergency if the legislature fails to pass a budget by July 1 of a new fiscal year.

New Hampshire SB488 enables the governor to declare a state of emergency if the legislature fails to pass a budget or a continuing resolution by July 1 of each new fiscal year. This emergency declaration allows for continued funding of essential services, including the legislative and judicial branches, the department of energy, and the department of health and human services. The state of emergency expires 60 days after declaration but can be renewed up to three times by a majority vote in each house. The act takes effect 60 days after its passage.
