Allows the director of the Division of Motor Vehicles to adopt rules for electronic signatures and removes notarization requirement for vehicle.

The bill amends RSA 259 to define "signature" to include electronic signatures when authorized by the director. It also modifies RSA 260:5 to allow the director to adopt rules for electronic signatures and removes the notarization requirement for documents used to transfer vehicle ownership to an insurer after payment of damages. These documents, including limited power of attorney, duplicate title, and odometer statement forms, may be signed electronically and printed on hard copy.
