Amends the title of the senior deputy secretary of state to special deputy secretary of state.
Amends RSA 5:2-a to change the title of the senior deputy secretary of state to special deputy secretary of state. The secretary of state may appoint a special deputy secretary of state who can serve for up to 90 days in any fiscal year. The special deputy secretary of state will exercise delegated duties and functions, and all duties performed will have the same validity and effect as if performed by the secretary of state.
