Prohibits the use of animal testing when alternative methods are available.

Prohibits the use of traditional animal test methods in the state if an agency has approved an alternative test method or strategy or granted a waiver. Requires testing facilities to report annually on the use of traditional animal test methods and alternative test methods. Defines terms such as "alternative test method or strategy," "biomedical research," and "traditional animal test method." The governor's commission on the humane treatment of animals shall make the results of this data collection publicly available.
