New Hampshire SB441 requires municipalities to create a memorandum of understanding (MOU) before transporting individuals for substance use disorder treatment. The MOU must specify the services to be provided by the receiving municipality. Municipalities can develop criteria for treatment or recovery organizations, including what messaging and harm reduction materials may be distributed. The bill also allows municipalities to disallow certain organizations from operating within their jurisdiction and imposes a $5000 fine for violations.
