Establishes a 10-year strategic housing and infrastructure plan for New Hampshire.

The bill establishes a 10-year strategic housing and infrastructure plan (SHIP) for New Hampshire, modeled after the statewide transportation improvement program. The plan will build upon previous work by the council on housing stability and identify necessary infrastructure improvements to support housing development. The governor will revise and update the SHIP every two years. Municipalities must conduct a housing progress review five years after adopting or updating their master plan, assessing progress toward implementing housing goals.
