New Hampshire HB1721 modifies the state's renewable portfolio standard program. It restricts new renewable energy systems from enrolling after six months from the effective date. Systems already qualified and receiving renewable energy certificates (RECs) before July 1, 2026, can continue to receive RECs for up to 20 years, with an additional five years for those already receiving them for over 15 years. The Department of Energy will annually reduce compliance payments as the number of eligible systems decreases. This act takes effect July 1, 2026.
