Limits new system enrollment and adjusts compliance payments under New Hampshire's renewable portfolio standard program.
New Hampshire HB1721 modifies the renewable portfolio standard program by restricting new system enrollments and adjusting compliance payments. Systems that began operation before the effective date remain eligible, while those starting within six months after the effective date also qualify. After this period, no new systems can enroll. Systems already receiving Renewable Energy Certificates (RECs) before July 1, 2026, have a maximum lifetime eligibility of 20 years, with those over 15 years eligible for an additional five years.
