Establishes a Free Speech Advisory Commission to review and address coercive conduct that chills speech.

The bill establishes a Free Speech Advisory Commission to hear complaints and conduct preliminary reviews regarding coercive conduct that chills speech. The commission will refer findings and recommendations for proposed legislation to the department of justice. It will also publish research and educational materials on lawful speech protections and unlawful coercion, conduct outreach and training programs for public entities, and review its efficacy every five years.
