New Hampshire HB1683 mandates biannual audits of administrative rules to ensure compliance with current statutes and constitutionality.

New Hampshire HB1683 requires the office of legislative services to conduct biannual audits of all administrative rules to ensure they are based on current statutory provisions and comply with the state and federal constitutions. Rules found to be noncompliant must be flagged for repeal or amendment. Agencies must begin the repeal or amendment process within 90 days and submit a written justification. The joint legislative committee on administrative rules (JLCAR) will post flagged rules and justifications on the general court website.
