New Hampshire HB1655 establishes a fee for waterfront property near state-owned dams to fund dam maintenance. The Department of Revenue Administration identifies properties with waterfront access or deeded water rights to waterbodies impounded by state-owned dams. Municipalities assess a fee of $100 per year on such properties, with collected fees deposited in the dam maintenance fund. The Department of Revenue Services administers fee collection, interest, and liens. The bill also allows the Department of Environmental Services to acquire a lien against land and buildings for unpaid fees.
