HB1645 amends RSA 194-E:1 by adding a new definition for "rules" that applies to innovation schools, specifying that it includes administrative rules and related state laws. This new definition excludes RSA 194-E:8. The bill also adds a new section, 194-E:9, stating that rules or laws related to student or school safety in this chapter are not subject to the new definition of "rules." The act will take effect 60 days after its passage.
