New Hampshire HB1583 allows municipalities to create special assessment districts for infrastructure improvements serving new development.

New Hampshire HB1583 amends RSA 52-A to permit towns and cities to establish infrastructure-based special assessment districts for public infrastructure improvements necessary to serve new development. These districts can be created by a two-thirds vote of the governing body and a majority of the legislative body. Eligible public facilities include roads, water mains, and utility extensions. Special assessments are levied on properties benefiting from these improvements and can be collected over up to 20 years.
