Adjusts special education aid distribution for school districts in New Hampshire.

New Hampshire HB1557 modifies the state average expenditure per pupil for special education. It sets the threshold for special education aid at 1.5 times the state average expenditure per pupil for the preceding school year, up to 10 times that amount. The Department of Education will cover 80% of costs exceeding 1.5 times the average, with the state liable for costs beyond 10 times the average. The bill removes the proration of appropriations and allows up to $250,000 for communities with 1,000 or fewer residents to mitigate special education costs. The changes take effect July 1, 2026.
