Modifies certificate of title requirements for trailers in New Hampshire.

Amends RSA 261:3 to exempt certain trailers from requiring a certificate of title. Specifically, it exempts trailers with a gross weight of less than 3,001 pounds and any boat trailer over 3,001 pounds whose manufacturer’s model year is over 10 years old. It also allows individuals to obtain a voluntary title for such vehicles by submitting specific documents to the department. The act takes effect 60 days after its passage.
