Allows hand-counting of ballots to pause at large polling places if counting extends past midnight.
New Hampshire HB1429 amends RSA 659:23 to allow the moderator of a polling place to pause ballot counting if it extends past midnight. The pause can occur no earlier than 11:00 p.m. and counting resumes the next morning at a time chosen by the moderator. The scene must be recorded with time-stamped audio and video and, if possible, live broadcasted. Overnight, the ballots and materials must be securely stored with at least two election officials or one official and one police officer present.
