Establishes a commission to advise the Department of Environmental Services on food waste diversion.

The bill establishes an Organic and Food Waste Diversion Commission to assist the Department of Environmental Services in planning and enacting a food waste management program. The commission will provide feedback and advice on rule-making, timelines, and identifying food banks and other waste diversion methods.
