HB1211 mandates state courts and hearing officers to interpret state statutes de novo, without deferring to agency interpretations.

HB1211 amends RSA 541-A to establish that state courts and officers hearing administrative actions must interpret state statutes, regulations, and subregulatory documents independently, without deferring to agency interpretations. It also adds a presumption in favor of interpretations that limit agency power and maximize individual liberty. This act takes effect on January 1, 2027.
