Establishes a postconsumer paint stewardship program in New Hampshire.

The bill establishes a postconsumer paint stewardship program in New Hampshire. Manufacturers and representative organizations must submit a plan to the Department of Environmental Services for approval. The program covers architectural paint and aerosol coating products sold in containers of 5 gallons or less. Manufacturers and retailers must implement the approved program plan, which includes managing paint using environmentally sound practices. The program includes education and outreach efforts, and an annual report.
