HB1175 makes using scanning devices or reencoders to defraud a crime in New Hampshire.

HB1175 amends RSA 638:29, I to establish that knowingly using a scanning device to access, read, obtain, memorize, or store information from a payment card's magnetic strip or chip without permission and with intent to defraud is a crime. It also makes using a reencoder to transfer information from one card to another without permission and with intent to defraud a crime. The act takes effect January 1, 2027.
