Establishes a committee to study the cost and liability of providing educational services to students in residential facilities.

The bill establishes a committee to study the financial responsibility for educating students placed in residential facilities by entities other than their resident district. The committee will investigate who pays for these educational services, including local school districts, the state, federal sources, and other sources. The committee will also examine any other relevant issues. The committee will report its findings and recommendations to relevant officials by November 1, 2026.
