Establishes a commission to study alternatives to incarceration for nonviolent offenders who are primary caregivers.

The bill establishes a commission to study alternatives to incarceration for nonviolent offenders who are primary caregivers. The commission will examine current sentencing practices, identify potential alternatives, evaluate their implications, and make recommendations. The commission will include representatives from the House, Senate, Department of Corrections, Department of Health and Human Services, nonprofit organizations, formerly incarcerated individuals, and academics. The commission will submit its findings and recommendations by November 1, 2026.
