If commissioners are elected by district, only county convention members representing the district can vote. If fewer than three members are eligible, all convention members can vote. If the term is less than the unexpired term, the district is added to the next biennial election ballot. The elected commissioner takes office after any recount is completed. The bill also repeals and reenacts provisions regarding vacancy filling and applies nomination rules to these vacancies.
