Increases the cap on outstanding obligations for the New Hampshire Housing Finance Authority.

Amends RSA 204-C:28 to increase the cap on outstanding obligations for the New Hampshire Housing Finance Authority from $800,000,000 to $1,000,000,000. This change allows the authority to issue more notes and bonds to finance housing projects, including acquisition, construction, rehabilitation, and mortgage loans for eligible persons and families. The authority can also use these funds for initial expenses, mortgage purchases, and reserve establishment.
