Proposed constitutional amendment to limit New Hampshire's annual spending growth and tax rates.

This bill proposes a constitutional amendment to cap New Hampshire's annual spending growth and tax rates. It ties spending increases to inflation and population changes, limits local taxing districts' spending growth similarly, and mandates that excess revenues be placed in a rainy day fund. If approved, it would also allow citizens to sue for violations and seek damages. The amendment requires voter approval in the 2026 election.
