Authorizes establishment of seasonal pedestrian malls. Specifies that a district management corporation may determine it is in their members’ and community’s best interest to establish a seasonal pedestrian mall to foster economic activity along avenues of commerce during advantageous times of year. Amends the definition of "pedestrian mall" to include "seasonal pedestrian mall."
