Requires State Board of Education to create regulations for special education complaint investigations and corrective action plans.

Requires the State Board of Education to promulgate regulations for special education complaint investigations and corrective action plans. The Office of Special Education must share all documents and information received from the school district or other education agency against which the complaint is directed, in response to the complaint. The Office must also provide the complainant an opportunity to reply, both orally and in writing, to the response of the school district or other public or private education agency.
