Advances the clean energy transition by establishing a pilot program to acquire abandoned properties in municipalities in need of stabilization and recovery. Requires the director of the Division of Local Government Services to establish and maintain a list of abandoned properties. The director may conduct rehabilitation or demolition services on any property on the abandoned property list where the Department of Community Affairs has been granted title and the director deems in need of rehabilitation or demolition.
