Prohibits the withholding of partial payments to contractors by public entities for de minimis clerical, administrative, or technical errors. This includes unintentional errors, omissions, defects, or minor mathematical discrepancies in payment applications or supporting documentation that do not materially affect the amount due, the contractor’s performance of the contract, or the entity’s ability to lawfully make the payment.
