Exempts rooftop and exception area biomass, solar, and wind energy systems from size restrictions and approval requirements for preserved farmland.

Amends existing law to exclude biomass, solar, and wind energy systems located on rooftops or exception areas from certain size restrictions and approval requirements applicable to preserved farmland. It allows landowners to construct, install, and operate these energy systems on preserved farmland for generating power or heat. The bill also specifies that the annual energy generation capacity limits do not apply to energy generated from facilities on rooftops or exception areas.
