The recommendations may include requiring electric load serving entities to contract for at least 80 percent of their capacity needs, withdrawing from PJM's capacity market, or withdrawing from the regional transmission grid operated by PJM. The board must submit a report to the Governor and the Legislature by December 31, 2025.
