Expands New Jersey's certificate of need exemption list. Exempts certain health care facility expansions and services from the certificate of need requirement, including increases in intermediate or intensive bassinets in maternity services, replacement of major equipment, and additions to vehicles or hours of operation of a mobile intensive care unit. Requires the Department of Health to revise the certificate of need process for neonatal care unit expansions to better meet parental needs and reduce patient transfers between hospitals.
