Grants priority course registration to student parents attending institutions of higher education. The Secretary of Higher Education shall issue guidelines and criteria for verifying student eligibility within six months of enactment. Priority registration procedures will mirror those used for other eligible student groups. Institutions must notify potentially eligible students before each registration period.
