Establishes a 15-mile-per-hour speed limit for motorized bicycles and low-speed electric bicycles and scooters.

Directs the New Jersey Motor Vehicle Commission to develop and implement a public information campaign concerning low-speed electric bicycles, low-speed electric scooters, motorized bicycles, and motorized scooters. Establishes a 15-mile-per-hour speed limit for the operation of motorized bicycles, low-speed electric bicycles, and low-speed electric scooters on the highways, roadways, and streets in the state. Prohibits the operation of motorized bicycles on certain highways and roadways.
